Many entrepreneurs assume that business permits are only required for large establishments. However, businesses are generally required to secure the necessary local permits before operating, regardless of size.

Under the Local Government Code of 1991 (Republic Act No. 7160), barangays are authorized to issue business clearances, while municipal and city governments are authorized to require and issue business permits within their respective jurisdictions.

The Securities and Exchange Commission (SEC) has announced that it is suspending the monthly penalties for late or non-filing of Annual Financial Statements (AFS) and General Information Sheets (GIS) until December 31, 2026, under SEC Memorandum Circular No. 6, Series of 2024.

In simple terms, the monthly accumulating penalty per month of delay will be temporarily lifted during this period.

However, take note that the base fines for late or non-filing will still remain and will still be charged based on existing rules.

This update is part of the SEC’s effort to help ease compliance burdens and support a more business-friendly filing process, while still maintaining proper regulatory requirements.

Step 5 – Update your TIN filename by adding 00 after the 9-digit TIN
Step 6 – Open the new version and verify your previous filings
