The Bureau of Internal Revenue (BIR) advises all concerned taxpayers, Revenue officials, and employees currently using the eBIRForms Offline Package to download and install the latest version, eBIRForms Offline Package Version 7.9.6.0 or 7.9.6.1.
Older versions of the eBIRForms Offline Package will be discontinued and will no longer be supported.
Taxpayers are encouraged to update at the earliest opportunity and carefully follow the procedures in the accompanying User Manual, particularly those covering the backup and restoration of previously saved tax returns and related data.

The Bureau of Internal Revenue (BIR), through Revenue Memorandum Circular (RMC) No. 95-2026, has further extended to August 18, 2026, the specified tax filing, payment, remittance, registration, and submission deadlines for taxpayers in Habagat-affected areas previously covered by RMC No. 89-2026. The new Circular also expands the extension to taxpayers affected by the technical unavailability of the eBIRForms Offline Package.
For taxpayers covered by RMC No. 89-2026, the specified deadlines previously extended to August 17 are moved one more day to August 18.
Taxpayers affected by the eBIRForms technical issues are likewise given until August 18 to comply with the specified obligations covered by RMC 95-2026, without the corresponding penalties.
βWe recognize the difficulties faced by taxpayers affected by the rains, as well as those who are unable to comply because of the technical issues with eBIRForms. We are giving them additional time to complete their tax obligations without penalty,β Commissioner Charlito Martin R. Mendoza said.
The extension covers specified filing, payment, remittance, and submission requirements originally due from August 10 to 16, 2026, including applicable withholding tax returns, income tax returns, ONETT transactions, and other obligations enumerated in the Circular.
The BIR has likewise issued a Bank Bulletin directing Authorized Agent Banks (AABs) to accept covered tax returns and payments until August 18, 2026, without the corresponding penalties, from both taxpayers covered by the Habagat-related extension and those affected by the unavailability of the eBIRForms Offline Package.
The BIR clarified that taxpayers mandated to use the Electronic Filing and Payment System (eFPS) who are not covered by RMC No. 89-2026 are not included in the extension and must continue to use eFPS to file their returns and pay taxes due.
βWe remind covered taxpayers to complete their filing and payment requirements by August 18. At the same time, we assure taxpayers that when circumstances beyond their control make compliance difficult, the BIR will continue to respond reasonably and give them a fair opportunity to comply,β Commissioner Mendoza said.

The Bureau of Internal Revenue (BIR), through Revenue Memorandum Circular (RMC) No. 89-2026, has extended to Monday, August 17, 2026, specified statutory tax deadlines falling from August 10 to 16, 2026, for taxpayers under Revenue District Offices (RDOs) affected by the continued heavy rainfall brought about by the Southwest Monsoon or Habagat.
The Circular covers 58 BIR offices and units, including 53 regular RDOs and five Large Taxpayer Audit and Excise Divisions. The extension applies to specified tax filings, payments, remittances, registration, and required submissions through e-Filing, e-Payment, eFPS, and manual channels, as enumerated in the Circular.
Commissioner of Internal Revenue Charlito Martin R. Mendoza said the extension reflects the BIRβs commitment to putting taxpayers at the heart of its decisions.
βWe recognize the difficulties brought about by the prevailing weather conditions. We are giving our affected taxpayers additional time so they can prioritize their safety this week and comply with their tax obligations without having to worry about penalties.β
The BIR has likewise issued Bank Bulletin No. 2026-09 covering the acceptance by Authorized Agent Banks (AABs) of applicable tax returns and payments from taxpayers under the affected RDOs until August 17, 2026, without the corresponding penalties.
RMC No. 89-2026 was issued pursuant to Memorandum Circular No. 123, dated August 9, 2026, issued by the Office of the President upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), allowing work-from-home arrangements in government offices in Metro Manila and 15 provinces on August 10, 2026, due to the continued heavy rainfall brought about by the Southwest Monsoon.
The BIR reminds taxpayers to check the complete list of affected RDOs and Large Taxpayer divisions, as well as the specific tax deadlines covered by the extension, under RMC No. 89-2026.

The Bureau of Internal Revenue (BIR) has issued Revenue Memorandum Circular (RMC) No. 75-2026, providing Frequently Asked Questions (FAQs) to guide taxpayers and other stakeholders on the application, processing, and issuance of the One-Time Transaction (ONETT) Computation Sheet (OCS) and the Electronic Certificate Authorizing Registration (eCAR) for property transactions.
The Circular consolidates key policies and procedures covering ONETT transactions, including the applicable type of tax/es, filing and payment procedures, documentary requirements, processing offices, prescribed processing timelines, and other common concerns involving the transfer of real properties, shares of stock, donations, and estates. It also clarifies the requirements for the issuance, replacement, and validity of eCARs, as well as the application of relevant tax rules in various transaction scenarios.
The issuance aims to provide taxpayers with clearer guidance on ONETT transactions, promote uniform implementation of existing policies, and facilitate faster and more efficient processing of applications for OCS and eCAR.
