IRS Paper Checks Deadline: What Happens After September 30?

Beginning September 30, 2025, the federal government says it will stop sending and receiving paper checks for tax refunds, Social Security, and other federal payments. Payments and refunds must be made electronically, such as by direct deposit, prepaid card, or IRS digital payment systems. Limited waivers are available for some cases. But if you’re still using paper checks, you should transition to electronic methods before the deadline to avoid payment disruptions. Here’s more of what you need to know.

Can I still pay my taxes with a check?
Under the new rule, payments made to the federal government — including taxes and fees — generally must be made electronically. You cannot pay via check after September 30 (unless you qualify for a waiver — more on that later).

Instead, you can use the Electronic Federal Tax Payment System (EFTPS) to pay your federal taxes. Alternatively, you may pay your federal tax bill via IRS Direct Pay, through your online IRS account, or by way of debit card, credit card, or digital wallet.

What are the September 30 waiver requirements?
After September 30, you may be granted a waiver to continue receiving federal benefit payments by physical check. However, waivers are by application only and are issued at the discretion of the Treasury Electronic Payment Solution Center.

Here are the general waiver requirements (you must meet one):

Mental impairment. You have a documented mental disability that makes it difficult to manage electronic payments.
Remote location. You’re living in a remote area that cannot support electronic banking.
Additionally, Go Direct (a program to help you set up digital payments for several federal benefits) states that print check recipients who are 90 years or older may be eligible for a waiver.

But these criteria generally apply to federal beneficiaries. If you need a waiver to make a payment to a federal agency, like the IRS, reach out to that department directly for a potential exception.

Update on the Biden-Harris Administration’s Student Debt Relief Plan

Last month, President Biden announced his Administration's plan to provide student debt relief to eligible borrowers and give working and middle-class Americans more breathing room.

Who's eligible
You are eligible if you have most federal loans (including Direct Loans and other loans held by the U.S. Department of Education) and your income for 2020 or 2021 is either:
• Less than $125,000 for individuals
• Less than $250,000 for households

If you are a dependent student, your eligibility is based on your parental income.

What you might be eligible for
• Up to $20,000 in debt relief if you received a Pell Grant in college

• Up to $10,000 in debt relief if you didn’t receive a Pell Grant

How it’ll work

• In October, the U.S. Department of Education will launch a short online application for student debt relief. You won’t need to upload any supporting documents or use your FSA ID to submit your application.

• Once you submit your application, we’ll review it, determine your eligibility for debt relief, and work with your loan servicer(s) to process your relief. We’ll contact you if we need any additional information from you.

What’s next
• Right now, you don’t need to do anything! We will contact you when the sign-up period for student debt relief opens.
• We will send you regular updates with more details over the coming days, as we near the application period, which will begin in October 2022 and last through December 2023.

• In the meantime, visit our Frequently Asked Questions page to find out more information on the student debt relief program.

Beware of Scams
You might be contacted by a company saying they will help you get loan discharge, forgiveness, cancellation, or debt relief for a fee. You never have to pay for help with your federal student aid. Make sure you work only with the U.S. Department of Education and our loan servicers, and never reveal your personal information or account password to anyone.

Our emails to borrowers come from [email protected], [email protected] or [email protected]. You can report scam attempts to the Federal Trade Commission by calling 1-877-382-4357 or visit reportfraud.ftc.gov.

How to Scan a Document on Your Android Phone:

If you are using an Android, the best way to scan documents is through the Google Drive app.

• You can scan documents directly into Google Drive by tapping the “+” button in the lower-right corner of the home screen.
• When the menu slides up from the bottom, select “Scan”.
• It may ask for permission to access the phone’s camera. If so, tap on “Allow”.
• When you are ready to scan your document, fill up the screen with the document as much as you can and tap the blue capture button. You can also shed a little light on the document by tapping the flash icon next to the capture button if your device has a flash. If your device does not have a flash, this option will not appear.
• After you scan the document, a preview of it will immediately appear. Do not worry if it looks like most of the document is cut off. This is where the crop tool comes into play. Tap on it to make cropping adjustments.
• Tap, hold, and drag on the dots to change the area that is scanned and uploaded—you likely only need to mess with the corner dots for this. Make sure all four corners of the document are visible.
• Once finished, tap on the checkmark in the lower-right corner of the screen.
• You have three options immediately after scanning:
1. Tap the plus icon to add more pages to the document.
2. To redo a scan, tap the circular arrow in the middle.
3. Tap the checkmark icon to upload the document to Google Drive.

• You can also make minor adjustments to your scans as you go. For instance, tapping on the painter’s palette in the top-right corner will allow you to change the scan’s color selection and cater it towards a specific kind of document. By default, the scanner will automatically pick the one it thinks is best.
• Lastly, the three dots in the upper-right corner will let you delete, rename, and rotate the scan if need be.
• Uploaded scans are added to Google Drive as PDFs and the names are prepended with the word “Scanned,” followed by the date and time. You can move, rename, or delete any of your scanned documents by clicking the three dots next to the file’s name. The three dots next to the file name will allow you to download the file so you can then upload it to your application.
