U.S. Breaks Up Vast I.R.S. Phone Scam The Justice Department said sentences of up to 20 years in prison should discourage future fraud. Callers posed as tax or immigration officials.

Still going on, and actually increasing. We have received two calls from clients in the previous two weeks about this issue.
The IRS is very well aware of these scams; they have been occurring for several years now and increasing. It even is on the news around tax time.
ALL PHONE CALLS FROM THE IRS ARE FAKE, DO NOT BELIEVE A WORD! DO NOT RETURN THE CALL.
Note that the IRS doesn't:
Call to demand immediate payment using a specific payment method such as a prepaid debit card, gift card or wire transfer.
Generally, the IRS will first mail you a bill if you owe any taxes.
Threaten to bring in local police or other law-enforcement groups to have you arrested for not paying.
Demand payment without giving you the opportunity to question or appeal the amount they say you owe.
Ask for credit or debit card numbers over the phone.
