📣 BREAKING NEWS! Yesterday, Speaker Rivas and Pro Tem McGuire announced an agreement on a legislative budget that restores $12.5 million in funding for the Equitable Payroll Fund and $5 million to the CAC.
This is following an aggressive campaign from arts advocates, employers, and unions who sent more than 9,000 letters into the legislature, held over 30 meetings, and a press conference outside the capitol. More than 400 organizations signed a letter led by CA Arts Advocates, Actors’ Equity Association and the Theatre Producers of Southern California opposing the cuts.
"Today was an important first step, but California cannot truly be a national leader in supporting arts workers when the CAC is below where funding was in the year 2000. We look forward to building on this progress and hope in final negotiations restoring the $5 million, a relatively small amount for the budget but huge for the arts statewide, will still be considered," said Julie Baker, CEO, CA Arts Advocates.

As you may have heard, the Governor’s revision to the California Budget for the upcoming fiscal year includes a $10M cut to state grant funding at the California Arts Council and the elimination of $12.5M to launch the Performing Arts Equitable Payroll Fund. These cuts represent an unacceptable 58% in overall reduction to funding for local arts programs across the state, including Los Angeles County.

🚨📣 Breaking News! Governor Newsom proposes a 58% cut to arts program funding in 24-25 May revise of California budget. Arts Advocates Launch Campaign Urging Governor Newsom to Reverse Arts Funding Cuts Proposed in May Revise.
While Newsom shared that “core services are protected” his proposal includes decimating 100% of the funding for implementing SB 1116, the Performing Arts Equitable Payroll Fund ($12.5 million) and 38% ($10 million) of the state arts agency or California Arts Council’s $26 million in grants to arts nonprofits.
For too long, California’s artists, tradition bearers, cultural organizations and creative businesses have carried the weight of the state’s preeminence as a cultural producer and creative economy on their shoulders alone, without adequate sustained public investment. Access to arts, culture and creative expression is a core service that delivers a multitude of public impacts. These opportunities weave the social fabric of our communities, empower individuals, engage youth, vivify places, bond groups, bridge differences and transform lives, building community health while driving over 8% of the state’s economy, supporting 847,688 jobs and generating 7.3% of state tax revenue.
California Arts Advocates with coalition partners Actors' Equity Association and Theatre Producers of Southern California will work alongside creative industry leaders and statewide advocates to urge the Governor and Legislature to recognize the drastic nature of these cuts and the destabilizing threats they pose to the livelihoods of the creative workforce and to the promise of core California values.

The CA Nonprofit Performing Arts Paymaster Program is NOW OPEN for small theaters, symphonies, ballets, operas, chorales, dance companies, music organizations and other performing arts organizations throughout the state of California
CalPayArt is a mission-driven nonprofit paymaster service program specifically designed to support payroll compliance and lower insurance and unemployment coverage costs for small nonprofit performing arts organizations in California.

We encourage nonprofit performing arts organizations that have been burdened by the increasing administrative labor of onboarding employees, managing unemployment and workers compensation to sign up for this program and share the information with your colleagues. As more organizations use the service, there is increased ability to negotiate and aggregate costs which will result in lower fees overall.
The California Nonprofit Performing Arts Paymaster is a program of Californians for the Arts, with paymaster services provided by Austin Creative Alliance. This activity is supported in part by the California Arts Council, a state agency.
