Construction halts on $1-billion mixed-use complex in downtown L.A. Oceanwide Plaza, a residential, hotel and retail project next to L.A. Live, has stopped construction. The company says it will resume work after refinancing. The halt comes amid a pullback in Chinese investment in U.S. real estate and a probe of corruption at City Hall involving developers.
