Change in How the IRS Will Release Paper Check Refunds

Beginning with the filing of 2025 tax returns, the IRS will change how it processes refunds for taxpayers who do not request direct deposit on their individual federal returns. If a taxpayer does not include direct deposit information on their 2025 return, the following will occur:

The taxpayer will receive a notice requesting bank information to allow for direct deposit. They will be directed to provide their bank account details through their IRS online account. Once the IRS receives this information, the refund will be direct deposited shortly thereafter.

If the taxpayer does not respond to the notice, a paper check will be issued for the refund after six weeks. The refund will be held for at least six weeks. This policy change is being implemented in response to Presidential Executive Order 14247.

IRS NEWS

The IRS will stop issuing most tax refunds via paper check and will stop accepting most tax payments by paper check starting September 30, 2025. This is part of a larger government-wide initiative to phase out paper checks for all federal payments and move towards a fully electronic system. To avoid payment disruptions, individuals should switch to direct deposit, use a prepaid debit card, or explore other IRS-approved electronic payment methods.
What to Do for Taxpayers
For Receiving Refunds: If you typically get your tax refund by paper check, enroll in direct deposit or a prepaid debit card, such as the Direct Express® card, to receive your payment electronically.

For Making Tax Payments: You will need to use an IRS-approved electronic payment method for all tax payments, such as:
Direct deposit through IRS Direct Pay.
Electronic Funds Transfer System (EFTPS) for businesses.
Credit or debit card payments.
Digital wallet options where available.

Why the Change?
To reduce Fraud and Theft: Paper checks are 16 times more likely to be reported lost, stolen, or altered than electronic payments.
Cut Costs: The system aims to save the government an estimated $750 million annually.

Hello my friends. It's tax time again and my office is now open. I know it's a little early and most of you have not received your W2 or 1099 forms, but as soon as you do, call me to make an appointment and get that refund in early. IRS will likely accept returns approximately January 23rd. So lets get your return completed so when the 23rd arrives, your tax return will get e-filed immediately.

Where's my IRS refund? Paper returns taking months to process.

Are you still wondering where your tax refund is several months after you filed?

You're not alone and people's patience is wearing thin.

The IRS is further behind in processing returns in 2022 than it was this same time last year.

The IRS shut down its offices for several months back in 2020 and ever since has struggled to recover, which means incredible delays in processing tax refunds, especially for people who filed paper returns.

The taxpayer advocate says at the end of May, which is the most recent number available, the IRS had 21.3 million unprocessed returns, including 8.2 million personal returns.

Last year, at the same time, that number was less than 20 million, with just 6 million personal returns.

Before the pandemic, the taxpayer advocate said the IRS typically paid refunds on paper returns in 4 to 6 weeks.

Now, it's generally 6 months or more, so all you can really do is keep waiting.

The IRS director promised to finally crush the pandemic backlog this year, but it hasn't happened so far.

Phone service is also a mess, because many of the people who answer the phones are still helping process paper returns.
