Property tax is form of wealth tax which is supported by both the ability to pay theory and the benefits theory as applicable in taxation.

Under the ability to pay theory, the idea is that those who own properties are wealthy hence have the ability to pay the tax to the Government.

Under the benefits theory, the idea behind is that wealthy persons enjoy more benefits from the Government services eg. security services, than the poor, hence wealthy persons should contribute more to the Government revenue.
