I know that recent headlines about Singaporeโs Integrated Shield Plans (IP) have caused confusion. For years, we were told that 95%/100% coverage was the gold standard, and now, the rules have fundamentally shifted.

Here is the straightforward breakdown of the impact on you:

๐ง๐๐ ๐ฃ๐ฅ๐ข: Your IP premiums are going down significantly in the tune of 30-50%. This is hundreds and even thousands of dollars back in your pocket today.
โ ๐ง๐๐ ๐๐ข๐ก: If you are hospitalized or going for a surgery, you are now responsible for the Annual Deductible ($1,500 to $3,500 depending on ward type) and a higher co-insurance with an annual cap of $6,000.
๐ ๐ ๐๐ฑ๐๐ถ๐ฐ๐ฒ: Don't fear the co-payment and instead, prepare for it, right-size your coverage.
If you are saving $1,000 a year on premiums under the new framework, that is cash flow you can redirect towards your future needs, while ensuring you have a dedicated "Emergency Fund" to cover the various co-payments.
You could be looking at some form of low-risk instrument with a good degree of liquidity to achieve this.

A few of my clients checked in with me after reading the articles about someone having a "๐๐ฒ๐ป๐ถ๐ด๐ป ๐๐ฟ๐ฎ๐ถ๐ป ๐ง๐๐บ๐ผ๐๐ฟ" ๐๐ฟ๐ถ๐๐ถ๐ฐ๐ฎ๐น ๐๐น๐น๐ป๐ฒ๐๐ (๐๐) ๐ฐ๐น๐ฎ๐ถ๐บ ๐ฏ๐ฒ๐ถ๐ป๐ด ๐ฟ๐ฒ๐ท๐ฒ๐ฐ๐๐ฒ๐ฑ and were concerned if their existing policies can help them if they ever have a similar diagnosis.
Based on what was shared in the articles, the main reason for the claim denial is very likely, in my opinion, a claim definition and doctor's diagnosis mismatch.
From the articles, I deduced that the said policy's CI definition for "Benign Brain Tumour" could be that of the ๐ฑ๐ฒ๐ณ๐ถ๐ป๐ถ๐๐ถ๐ผ๐ป๐ ๐๐๐ฒ๐ฑ ๐ถ๐ป ๐๐ต๐ฒ ๐๐๐ ๐๐ ๐๐ฟ๐ฎ๐บ๐ฒ๐๐ผ๐ฟ๐ธ ๐๐ฒ๐ฟ๐๐ถ๐ผ๐ป ๐ฎ๐ฌ๐ฌ๐ฏ ๐ผ๐ฟ ๐ฎ๐ฌ๐ญ๐ฐ. You can check the version of your CI cover definition in your respective CI coverage policies.
In the ๐๐๐ ๐๐ ๐๐ฟ๐ฎ๐บ๐ฒ๐๐ผ๐ฟ๐ธ ๐ฎ๐ฌ๐ฌ๐ฏ ๐ฎ๐ป๐ฑ ๐ฎ๐ฌ๐ญ๐ฐ, one of the claim conditions to meet for a "Benign Brain Tumour" claim is that it must be "life-threatening".
Then in the next revision, ๐๐ฒ๐ฟ๐๐ถ๐ผ๐ป ๐ฎ๐ฌ๐ญ๐ต, the "life-threatening" claim condition was removed. The reason provided for the deletion was that LIA thought it can be debatable.
The current version is the ๐๐๐ ๐๐ ๐๐ฟ๐ฎ๐บ๐ฒ๐๐ผ๐ฟ๐ธ ๐ฎ๐ฌ๐ฎ๐ฐ, ๐๐ต๐ถ๐ฐ๐ต ๐ต๐ฎ๐ ๐๐ผ ๐ฏ๐ฒ ๐ถ๐บ๐ฝ๐น๐ฒ๐บ๐ฒ๐ป๐๐ฒ๐ฑ ๐ฏ๐ ๐ฎ๐น๐น ๐ถ๐ป๐๐๐ฟ๐ฒ๐ฟ๐ ๐ณ๐ฟ๐ผ๐บ ๐ญ ๐ข๐ฐ๐๐ผ๐ฏ๐ฒ๐ฟ ๐ฎ๐ฌ๐ฎ๐ฑ ๐ผ๐ป๐๐ฎ๐ฟ๐ฑ๐ ๐ณ๐ผ๐ฟ ๐ฎ๐น๐น ๐ฝ๐ผ๐น๐ถ๐ฐ๐ถ๐ฒ๐ ๐ถ๐๐๐๐ฒ๐ฑ.
As you can see, the definitions for CI cover do change from time to time to ensure that the standard definitions are up to date with the advancements in medical technology and diagnosis. It also seeks to address definitions which presented issues due to lack of clarity based on the benefit of experience.
That being said, I would also like to highlight that the ๐ป๐ฒ๐ ๐๐ฝ๐ฑ๐ฎ๐๐ฒ๐ ๐๐ถ๐น๐น ๐ป๐ผ๐ ๐ฏ๐ฒ ๐ฎ๐ฝ๐ฝ๐น๐ถ๐ฒ๐ฑ ๐๐ผ ๐ฒ๐
๐ถ๐๐๐ถ๐ป๐ด ๐ฝ๐ผ๐น๐ถ๐ฐ๐ถ๐ฒ๐. Meaning to say, if your CI cover definition is currently using version 2003, 2014 or 2019, it will stay as that throughout the policy's term and will not be changed.
Oh! One thing that I'll inform my clients to do is to check with their doctor on the diagnosis versus the definition used in their CI policy. It will be helpful for us to know what's needed to be presented to the insurer for their claims assessment.
