Non-Profit Organizations (NPOs) in Pakistan face several compliance issues related to registration. Here are some key challenges:
1. Complex Registration Process: NPOs must navigate a multi-layered registration process involving both federal and provincial authorities. This can be time-consuming and confusing1.
2. Lack of Awareness: Many NPOs are unaware of the specific legal requirements and the need for registration under relevant laws such as the Trust Act Amendment 2020, Societies Registration Act, 1860, or the Voluntary Social Welfare Agency (Registration & Control) Ordinance, 1961.
3. Tax Evasion: There are significant gaps in compliance, with some NPOs failing to file tax returns or withholding statements, leading to issues of tax evasion.
4. Fragmented Enforcement: The regulatory landscape is fragmented, with different authorities overseeing different aspects of NPO operations. This can lead to inconsistencies and enforcement challenges.
5. Certification and Monitoring: While certification by agencies like the Pakistan Centre for Philanthropy (P*P) is required for tax exemptions, there is a lack of effective monitoring and evaluation of NPOs.
6. Procedural Delays: NPOs often face delays and bureaucratic hurdles when seeking approval from the Federal Board of Revenue (FBR) or other regulatory bodies.

Addressing these issues requires a concerted effort from both NPOs and regulatory authorities to streamline processes, enhance awareness, and ensure better compliance and enforcement.
