Availability of Offline Electronic Bureau of Internal Revenue Forms
(eBlRForms) Package Version 7.9.6.0.
The updated Offline eBlRForms Package v7.9.6.0 contains the following enhancements:
1. Inclusion of BIR Form No. 1701-MS August2024 [Annual Income Tax Return For Individuals Classified as MICRO or SMALL Taxpayers].
2. New Alphanumeric Tax Codes (ATCs) have been added in BIR Form No. 1601-EQ (ATC: WI840, WC840, WI850, WC850, WI860 and WC860).
3. Increase in character field length of Taxpayer Identification Number (TIN) Branch Code, from three (3) digits to five (5) digits branch code in all tax returns.
4. Updated tax rates, from 15% to 20%, in Schedule 1 for Foreign Currency Deposit based on the return period being filed in BIR Form No. 1602Qv2018.
5. Bug fixes for the following BIR Forms: 0619E, 1601FQ, 1604F, 1702Qv2018C, 1702EXv2018, 1702MXv2018C, 1707v2021, 2000-OT and 2551Qv2018.

Starting January 30, 2026, all Beneficial Ownership Declaration (BOD) Pages shall now be submitted exclusively through the Hierarchical and Applicable Relations and Beneficial Ownership Registry (HARBOR).
All active authorized eFAST filers must maintain an active eFAST status, have an eSECURE account to access HARBOR, and use the 2026 version of the GIS, which no longer includes the BOD Page.

Micro enterprises are now exempted from submitting audited financial statements as part of their reportorial requirements, as the Securities and Exchange Commission (SEC) moves to streamline compliance and reduce regulatory burdens for small companies.
The Commission on January 20 issued Memorandum Circular No. 4, Series of 2026, providing the Amendments to the Application and Definition of Terms under Revised Rule 68 of Republic Act No. 8799, or the Securities and Regulation Code (SRC), in Relation to the Adjustment of the Audit Threshold.
The memorandum circular exempts both stock and nonstock corporations with total assets or liabilities not exceeding P3 million from submitting audited financial statements.
Previously, only stock and nonstock corporations with total assets or liabilities less than P600,000 were exempted from mandatory audit.

The Department of Justice (DOJ) will file criminal charges against Align Assets and its officers for soliciting investments from the public without the required licenses, following a complaint filed by the Securities and Exchange Commission (SEC).
In a resolution promulgated on November 27, 2025, state prosecutors said they have found prima facie evidence with reasonable certainty of conviction to indict Align Assets for violations of Sections 8, 26.2 and 28 of Republic Act No. 8799, or the Securities Regulation Code, in relation to Section 6 of RA No. 10175, or the Cybercrime Prevention Act of 2012.
The state prosecutors also recommended the filing of charges against the companyโs head of operations in the Philippines, Rex Tamaray Mayam, as well as Kristina Mabborang Famisan, Gerald Villamin Gallardo, Kenneth Eusebio, Girlie Claveria Lacarte, Jocelyn Lintag Juco, Ann Janen Toyhacao Hinacay, Alma Estropegan Briz, Kyla Napolis Bornilla, Jayson Calubaquib Dela Cruz, Roberto Mayam Alcanzaren, and Ariel Tamaray Mayam.
Section 8 of the SRC prohibits individuals from selling securities without a registration statement duly filed with and approved by the SEC, while Section 28 mandates that all persons engaged in the business of buying or selling securities to be registered with the Commission.
Meanwhile, Section 26.2 of the same law makes it unlawful for any person, directly or indirectly, in connection with the purchase or sale of any securities, to obtain money or property by means of untrue statements of a material fact, or the omission of a material fact to make the statements, in the light of the circumstances under which they were made, not misleading.
Align Assets presented itself to the public as a United Kingdom-based decentralized trading platform that supposedly had no identity, individual or group handling it, with a โbotโ performing its cryptocurrency trading instead.

The Securities and Exchange Commission (SEC) issued Memorandum Circular No. 3, series of 2026, providing updated guidelines on the processing of amendment applications through the eAMEND Portal, consistent with the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
These updates aim to promote consistency, efficiency, and timely compliance in the submission and processing of amendment applications.
