NCBA's founder was the late Dr. Doroteo S. Dr. Doroteo S. Yap-Diangco, Atty. Jose R. Torres,Jr., Mrs. Gloria C. Meñez, and Mrs. Lourdes L. Sarabia. Torres, Jr. and Mrs.
College of Business and Arts.Today the NCBA branch in Cubao is the main campus. Pasion, a well-known educator (former Dean of Commerce of San Beda College, former CPA Review Director of the University of the East, and former President of PSBA), lawyer, accountant, author, and civic leader. Pasion launched NCBA as a public service, together with others who believed in the NCBA concept: Col.Rafael Q. Keeping to its founder's vision, NCBA opted to remain as specialized school and its growth measured and steady through the years. From that small edifice along R.Papa St., NCBA slowly expanded its academic programs and facilities with the single purpose of the Nation type of educated manpower it needs for its development and well-being. When NCBA opened in 1968, its initial offerings were limited to the following courses: Bachelor of Science in Business Administration, Bachelor of Arts, Two-Year course in Secretarial Administration and its own CPA Review. The NCBA High School was opened in school year 1973-1974 followed by its additional offerings of short terminal courses in Cooperative, Salesmanship, Bookkeeping and Accounting, and Small business Management in school year 1974-1975. Today, NCBA has a total of three (3) campuses (NCBA Cubao, NCBA Fairview, NCBA Taytay) and boasts of a complete package of academic offering - from preparatory school to graduate education program. Since its founding, NCBA has endeavored continually to perpetuate its educational policy to offer and provide, both in facilities and in teaching force, a complete education to young men and women and to equip them with the skills and training to become responsible citizens and future leaders of our country.

The National College of Business and Arts, from its humble beginnings to what it is at present, has been providing quality education to its students. Such accomplishments can be traced back through the leadership and dedication of all concerned: teaching and non-teaching staff, and the Board of Directors. After several years of dedication to NCBA as an education leaders, President Atty. Gloria C.Meñez, the Vice-President for Finance retired from their post on December 31, 2009. Effective January 2010, the Assistant Vice-President-Finance Director, Mr. Cesar C. Meñez, is the new school president while Mr. Edwin P. Torres, the former Officer-in-Charge of NCBA Taytay and Assistant Vice-President-Chief Accountant, will serve as the Vice-President for Finance. NCBA Taytay welcomes and congratulates the former Ms. Ester Tandico Pasion now Mrs. Ester Pasion-David, as the new Officer-in-Charge. Mrs. David is the eldest daughter of the founder and first president of the National College of Business and Arts Doroteo S. Pasion (aka DS). She is a graduate of Bachelor of Science in Business Administration majoy in Accounting at the University of the Philippines-Diliman. Pasion-David passed the CPA Board examination. She started her career after graduation at the Philippine National Bank. She migrated to US and worked as staff accountant at Avon Products, Inc. in New Your then went to California and worked as Accounting and HR Manager for ALCATEL. Her Last working stint is with TRI-FAB Associates, INC as Controller. In addition, she is co-author of different accounting books. She is married to Mr. Manuel David - a Database Administrator, a programmer CIS, IT for Scripps Hospital in San Diego, where she had three (3) kids named Marie, Melissa, and Andrew. Marie is a practicing doctor in California, Melissa is a nurse at Stanford Hospital, and Andrew is an accountant like his mom. David believes in the golden rule "Do not do unto others what you do not want others do unto you". She envisions NCBA as a school where leaders of tomorrow will be coming from
