The Philippine Council for NGO Certification (PCNC) formally issues this statement regarding the recent enactment of Executive Order No. 117, Series of 2026, titled "Streamlining the Accreditation System for Donee Institutions and Designating the Department of Social Welfare and Development as the Sole Accrediting Entity for Social Welfare and Development Agencies."

PCNC fully recognizes the necessity of streamlining regulatory processes within the non-government organization (NGO) sector. Minimizing regulatory burden and cost allows NGOs to focus their valuable resources on delivering their mission.
In alignment with the objectives of the new Order, PCNC commits to:
โข cooperate fully with the Department of Finance (DOF), the Bureau of Internal Revenue (BIR), and the Department of Social Welfare and Development (DSWD) in crafting the implementing guidelines that will amend Revenue Regulations No. 13-98 by sharing insights, tools, and best practices in NGO accreditation.
โข implementing a seamless transition that protects the current status of accredited SWDAs, ensuring completely uninterrupted services to them and the donors that rely on them.
โข continue processing the application for accreditation and donee-institution status of SWDAs until the implementing guidelines become effective.

In response to the declining number of new accounting professionals and related workforce across the country, our firm has launched a Student Support Program to help nurture the fieldโs next generation. We kicked off this initiative by connecting with promising senior high school students of Maloco National High School and their families in our local community, sharing our vision and supporting their educational aspirations.
