The Securities and Exchange Commission (SEC) has committed to advancing more business and capital market reforms as the Philippines officially climbed to upper-middle income status, highlighting the milestone’s positive impact in positioning the country as an attractive global investment destination.

The World Bank on July 1 announced that the Philippines moved to upper-middle income status from lower-middle income after the country’s gross national income per capita rose to USD 4,850, surpassing the category’s threshold of USD 4,636.

The country’s reclassification was driven by broad-based expansion across all major industries, with its gross domestic product increasing by an average of 5.8 percent annually over five years from 2021 to 2025.

“The Philippines’ entry to the upper-middle income category is a testament to the government’s overall efforts to drive and sustain economic growth despite downward pressures brought by global and local challenges,” SEC Chairperson Francis Lim said.

“At the SEC, we remain steadfast in implementing reforms that would enhance the ease of doing business and reinforce capital market activity. By encouraging more businesses to formalize and by creating an environment that empowers them to expand, we are helping create sustainable job opportunities for more Filipinos,” he added.

The Securities and Exchange Commission (SEC) has received the Program to Institutionalize Meritocracy and Excellence In Human Resource Management (PRIME-HRM) Silver Award from the Civil Service Commission (CSC), becoming the first national government agency to attain such recognition.

The CSC formally conferred on the SEC the PRIME-HRM Silver Award on June 22 at the SEC Headquarters in Makati City, following the successful validation of the Commission’s human resources (HR) programs that empower and support the growth of its workforce to further improve the efficiency of public service delivery.

This comes after the CSC recognized the SEC for achieving PRIME-HRM Maturity Level III in 2024, indicating that the agency has integrated HR systems that are aligned with global standards. The Commission was previously awarded the Bronze award in 2023.

PRIME-HRM examines the maturity level of an agency’s practices in the areas of recruitment, selection, and placement; learning and development; performance management; and rewards and recognition, beginning with a maturity level assessment by the CSC Regional Office, followed by a validation audit by the CSC Central Office.

Among others, the Silver Award grants the SEC deregulated status, which will allow the Commission to establish and implement its own HR mechanisms without prior approval of the CSC, and give the agency the authority to approve appointments, subject to post audit.

“This recognition is more than a badge of excellence, it is an investment in the future of the SEC. With deregulated status, the Commission gains greater administrative and operational flexibility, enabling us to innovate, move faster, and serve the public more effectively,” SEC Chairperson Francis Lim said.

“If we want an SEC that is efficient, innovative, and trusted by the public, we must continue to improve our HR systems and attract the best talents, develop our people, recognize excellence, and provide opportunities for growth based on merit,” he added.

Aside from the PRIME-HRM Silver Award, the SEC has consistently been recognized for fostering a rewarding and conducive work environment for employee development.

In 2025, the SEC became the first in the government financial sector and the third national government agency to be accredited Silver by the Investors in People (IiP) for its exemplary practices in promoting employee welfare. It was also conferred awards for wellbeing and diversity by the same institution in the same year.

“As the SEC marks its 90th year, this award serves as a reminder that lasting institutional excellence begins with people excellence. The reforms we envision for our markets and the public trust we seek to earn will ultimately depend on the competence, integrity, and dedication of the men and women of the SEC,” Chairperson Lim said.
