BIR Targets ₱3.1 Trillion Collection for 2025 — Amid Ongoing LOA Suspension

The Bureau of Internal Revenue (BIR) has set an ambitious ₱3.1 trillion revenue target for the year 2025 — even as the agency continues its temporary suspension of all field audits and LOA issuances under Revenue Memorandum Circular No. 107-2025.

The suspension, announced jointly by the DOF and BIR, aims to review and reform audit practices following complaints of LOA misuse.

While the BIR has not yet released detailed strategies for meeting the 2025 target, the revenue goal forms part of the national government’s overall fiscal framework for next year.

Observers note that once the suspension is lifted, the agency is expected to reinstate updated audit procedures while continuing to strengthen digital tax systems and taxpayer compliance programs.

More official guidelines are expected as the BIR completes its internal audit reforms.

The Department of Trade and Industry (DTI) recently stated that Filipino families can still prepare a simple Noche Buena for as low as ₱500. But what does this really mean for consumers?

DTI clarified that the ₱500 budget refers to a basic and minimal Noche Buena package, focusing only on essential items such as pasta, sauce, bread, or other small essentials—not the full traditional spread most families are used to.

In reality, the actual cost of Noche Buena will still depend on:

🔹 Current market prices
🔹 Promotions and bundles in supermarkets

While prices of some selected items remain stable, many households feel the impact of inflation—especially those preparing meals for bigger families.

New ATCs Released for Alphalist Data Entry v7.4

The Bureau of Internal Revenue has issued a Tax Advisory announcing an updated software patch for the Alphalist Data Entry Module v7.4. The update adds new Alphanumeric Tax Codes (ATCs) aligned with RR 24-2025 for top withholding agents.

New ATCs (½% CWT Rate)

• WI840 / WC840 – Motor vehicles, CKD units, parts & accessories
• WI850 / WC850 – Medicines & pharmaceutical products
• WI860 / WC860 – Solid & liquid fuels and related products

Taxpayers are advised to download the updated patch from the BIR website and ensure correct ATC reporting.

BIR SUSPENDS ALL FIELD AUDITS NATIONWIDE (RMC 107-2025)

Effective Immediately | November 24, 2025

The Bureau of Internal Revenue (BIR) has issued Revenue Memorandum Circular (RMC) No. 107-2025, ordering the suspension of all ongoing and future field audits, including the issuance of:

1. Letters of Authority (LOA)
2. Mission Orders (MO)
3. Field examinations and on-site verifications
4. Audit-related operations by RDOs, Regions, LTS, Enforcement, VAT Audit Units, and Investigation Divisions

The suspension aims to address long-standing concerns on:
a. irregular and untimely audits
b. abuse of discretionary authority
c. inconsistencies across regional and district operations
d. threats to taxpayer rights
e. integrity issues within the audit system

According to Page 1 of the Circular, the BIR will conduct a comprehensive internal review to establish a “transparent, standardized, and modernized audit framework” that upholds fairness and due process.

What Operations Are Still Allowed? (Exceptions)

Under Section IV of the circular, audits may still proceed ONLY if:

1. Cases are prescribing within 6 months
2. Verification of estate, donor’s, capital gains, and withholding tax returns on real property & share transfers
3. Examination of taxpayers retiring from business
4. Criminal probes supported by verified intelligence or inter-agency referrals
5. Refund claims requiring LOA by law
6. Matters where deadlines or special orders exist

Important Directive to All BIR Offices

All BIR units must submit a full inventory of:

- unserved LOAs
- revalidated or expired LOAs
- supplementary MOs and related issuances

— within 15 working days from effectivity.

No LOA revalidation, extension, or issuance is allowed unless covered by exceptions.

Why This Matters to Taxpayers

1. No new LOA or MO for regular audits will be issued for now
2. Ongoing field audits are halted
3. Taxpayers may still voluntarily settle known deficiency taxes
4. Assessment Notices and Warrants will still be issued if covered by exceptions

This marks one of the most significant audit suspensions in recent years, signaling a move toward restoring integrity, transparency, and due process in the audit system.
