📖Under the Rule on Declaration of Absolute Nullity of Void Marriages and Annulment of Voidable Marriages s. 2003:

Where the respondent cannot be located at his given address or his whereabouts are unknown and cannot be ascertained by diligent inquiry, service of summons may, by leave of court, be effected upon him by publication once a week for two consecutive weeks in a newspaper of general circulation in the Philippines and in such places as the court may order. In addition, a copy of the summons shall be served on the respondent at his last known address by registered mail or any other means the court may deem sufficient.

⛔️CAVEAT: Before the court may grant your petition to serve the summons by means of publication, it must first be proven that you exerted rigorous effort to locate your spouse, if proven otherwise, the said Petition for Annulment or Nullity of Marriage will be dismissed by the court.

📖 Under the Amended Rule s. 2023, the following are the other grounds for dismissal:
1. Collusion
2. False Address or Falsely Claiming an Exemption to the Residency Requirement
3. Failure to Prove Residency
4. Non-Service of Summons for the reason that the Respondent is not actually residing at the given address.

You may be qualified to apply for Equivalency and Accreditation as long as you possess the following:
✅A Filipino Citizen
✅At least 23 years old at the time of application
✅Completed secondary education (High School Diploma, ALS Accreditation, or Philippine Educational Placement Test); and
✅Minimum of five (5) years of relevant work experience related to the degree being pursued.

🟩A bachelor's degree holder earned either through regular program or through ETEEAP may also apply for equivalency and accreditation of prior and work-based learning towards the grant of up to the second degree only: Provided, That such sources of learning are related to the second degree being sought under the ETEEAP.

⛔️CAVEAT: You are required to submit documentations to establish your qualification and you will still be subjected to the assessment of the deputized Higher Educational Institutions before they may grant you the degree you are aiming for. Also, please be aware that NOT ALL SCHOOLS are deputized Higher Educational Institution.

📖𝐃𝐈𝐋𝐆 issued an ADVISORY to LGUs Reiterating 𝐃𝐎𝐅 Circular Guidelines on Imposition and Collection of Local Taxes, Fees and Charges on Professionals.
Under the said advisory/circular:
🟩Practice of Professions are required to secure a business permit 𝐀𝐓 𝐍𝐎 𝐂𝐎𝐒𝐓, provided that they have paid the corresponding Professional Tax (PTR), as required by the 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐂𝐨𝐝𝐞.
🟥However, practice of professions are required to pay other applicable fees and charges such as: garbage fee, occupancy permit fee, etc.

📖𝐃𝐓𝐈 on the other hand issued a circular that exempt Professionals, solely acting in professional capacity, from using of Business Names, hence it becomes optional for the practice of profession to use a Registered Business Name.

📖 RATIONALE : The practice of profession is within the EXCLUSIVE DOMAIN of the agency or office specifically empowered by the law to supervise and regulate such profession.

⛔️CAVEAT: If it is found that the said professional is engaged in trade or business activities that does not constitute the practice of his/her profession, he/she is required to PAY Business Permit Fee, and shall consequently be required to register his/her business to the DTI.
