The Bureau of Internal Revenue (BIR) has recently issued Revenue Memorandum Circular (RMC) No. 91-2025 on the Clarification of Documentary Requirements for Business Registration Being Signed by the Assistant Corporate Secretary of a Corporation.

Under this new circular, the BIR will now accept Board Resolutions and Secretary's Certificates signed by the Assistant Corporate Secretary. This change aims to reduce administrative burden and streamline the submission of documentary requirements.

This update supersedes the stricter rule under RMC No. 74-2025, making business registration easier.

Clarification on the Registration of Books of Accounts for New Business Registrants

DOLE Update: “Wage Order No. NCR-26 grants a ₱50 increase in the daily minimum wage in National Capital Region.

Effective 18 July 2025, the minimum wage rates will be ₱695 for the non-agriculture sector and ₱658 for the agriculture sector (plantation and non-plantation), service and retail establishments employing 15 or less workers, and manufacturing establishments regularly employing less than 10 workers.“

SEC News: “The SEC has slashed fees for document requests by 50%. The new rates will apply starting July 1, 2025.

The commission said this would help avoid putting undue financial burden to the corporate sector and the general public.”
