1. The old bylaw's "general prohibition" has been eliminated. This is the overarching clause stating that above all else, no one shall produce noise that disturbs anyone else, day or night.
2. Objective dB limits are articulated in the new bylaw, giving venue owners and festival operators a clearly defined standard against which to measure and manage their operations.
3. The point of measurement for dB readings taken in investigating complaints will move from the lot line of the venue or festival site (as in the old bylaw) to the premises of the complainant.
These changes add more objectivity and reduce confusion in reference to music or amplified sound. As part of the implementation of the bylaw, MLS is also introducing a "Priority Response Matrix" that enables enforcement officers to prioritize complaints that have a broader impact on the community and occur with greater frequency.
