The ATO is stepping up its compliance activity around the Alcohol Manufacturers Remission Scheme, following concerns that some operators are exploiting the scheme to produce excise-free alcohol for the illicit market.
The scheme provides eligible alcohol manufacturers with an automatic remission of excise, designed to support legitimate Australian producers. The ATO has now announced greater scrutiny of new licence applications and businesses in their first two years of operation, building on measures introduced in July.
For legitimate breweries, distilleries and other alcohol manufacturers, the message is simple: make sure your eligibility, records and excise reporting are in order.
Eligibility requirements include holding the appropriate manufacturer licence, meeting manufacturing requirements and being legally and economically independent from other manufacturers accessing the scheme.

Dubbo small businesses - this one’s for you!
Dubbo Regional Council has launched a new Small Business Grant Pilot Program, with eligible local businesses able to apply for up to $5,000 to support business improvements, new ideas and growth projects.
With a total funding pool of $30,000, the pilot program is open to eligible businesses within the Dubbo Regional Council area that employ up to 15 people.
Funding could help with projects such as:
➡️ Business advice and business planning
➡️ Training and collaboration opportunities
➡️ Trialing new business concepts
➡️ Business website costs
➡️ Business networking events or workshops
➡️ Business frontage and shopfront facade improvements and landscaping
➡️ Outdoor dining infrastructure
➡️ Initiatives that support business growth and local employment
Applications close at 9am on Monday, 14 September 2026.
