A sensible plan for tax reform of capital gains discount.

The current rules whereby an investor who sells a property after owning it for just over a year receives the same discount as a long term investor who has owned a property for over 10 years, should be amended as follows:
Ownership period CGT discount
less than a year nil
1 year, but less that 2 years 10%
2 years, but less than 3 years 20%
3 years, but less that 4 years 30%
4 years, but less that 5 years 40%
5 years or more 50%

This will raise considerable tax revenue and encourage long-term ownership. Any thoughts on this?
