The goal should not be high taxation, but efficient taxation. Zambia's ambition to finance 82% of the 2026 Budget domestically is a positive step towards fiscal sovereignty. The real challenge is expanding the tax base, improving compliance and growing the economy so that government revenue increases without placing an excessive burden on compliant taxpayers. Fiscal sovereignty is built on efficiency, not just higher taxes.
