PRA’s CIRCULAR NO. 1 of 2026 (No.PRA.Circulars-32-24/1276)

on January 23rd, 2026, regarding the "MANDATORY ADOPTION OF RAAST QR CODE–BASED DIGITAL PAYMENT FACILITY AT RESTAURANTS, HOTELS AND BEAUTY PARLORS OPERATING IN THE PUNJAB".

The gist of this circular is that all restaurants, hotels, and beauty parlours in the province are now mandated to obtain a RAAST QR code-enabled bank account from the State Bank of Pakistan within 14 days, ensure the facility is active and operational, and conspicuously display the QR code at their business premises for ease of customer access. This initiative aims to align with government visions for transparency, improved documentation, and the promotion of modern, secure, and efficient digital payment practices within the services economy.

*ALL LTOs, MTOs, CTOs, and RTOs TO REMIAN OPEN ON SATURDAY*

*Islamabad; 26 November, 2026*
FBR announced on Wednesday that all the Large Taxpayer’s Offices (LTOs), Medium Taxpayer’s Offices (MTOs), Corporate Tax Offices (CTOs) and Regional Tax Offices (RTOs) will remain open on Saturday, the 29th of November 2025.
For the facilitation of the taxpayers, FBR has directed that all LTOs, MTOs, CTOs, and RTOs shall observe 29th November 2025 as normal working day for collection of duties and taxes.

"FBR's latest amendment (SRO 2071(I)/2025) requires retailers with deductible withholding tax exceeding Rs.100,000 (Section 236G) or Rs.500,000 (Section 236H) to integrate their POS/ERP systems with FBR, ensuring digital compliance and accurate reporting.

FBR sets up a committee to tackle tech issues in online tax return filing for 2025. Committee members:

Renting of Commercial Property (as well as personal dwellings) is now a Tax Free Service in the Province of Punjab. Clarified amendments are introduced by GOP relating to the "Punjab Sales Tax on Services Act, 2012" through its notification number SO(TAX)1-10/2025-26 Dt: 22-Oct-2025.
