Islamabad: The Federal Board of Revenue (FBR) has issued SRO.288(I)/2026, making it mandatory for various businesses, professionals, and service providers to register, install, and integrate their electronic invoicing hardware and software with FBR’s computerized system for income tax purposes.
Under this notification, all integrated enterprises are required to submit details of their outlets, points of sale (POS), and electronic invoicing transactions through FBR’s online system. No sale or service shall be carried out unless it is processed through an integrated outlet, POS system, or electronic invoicing or billing machine.
The businesses required to integrate include restaurants, hotels, hostels, guest houses, marriage halls, marquees, clubs, inter-city road transport services, courier and cargo services, beauty salons, clinics, massage and slimming centres, medical service providers, diagnostic laboratories, private hospitals, gyms, health clubs, swimming pools, event managers, photographers, accountants, retailers, foreign exchange dealers, and educational institutions including schools, colleges, universities, and vocational training centres.

RAWALPINDI: Federal Tax Ombudsman (FTO) Zafar-ul-Haq Hijazi has announced a new policy under which small-value tax refunds will be processed within 8–10 days in coordination with the Federal Board of Revenue (FBR).
Addressing the business community during his first visit to the Rawalpindi Chamber of Commerce and Industry (RCCI), the FTO assured full protection of taxpayers’ rights and introduced relief-oriented, business-friendly measures to restore confidence among taxpayers.
He stated that complaints will now be directly assigned to relevant Advisors for swift resolution, ending prolonged delays. The time for filing complaints and appeals against FBR has also been reduced to one day, with hearings to be fixed the same day.
The FTO emphasized eliminating harassment of tax filers through upcoming budget proposals and highlighted that the institution has gained international recognition, with the Tax Ombudsman of Tanzania set to visit Pakistan to study its practices.
Advisor (Legal) Almas Ali Jovindah disclosed that over 38,000 complaints were received in 2025, with 98% implementation of FTO recommendations by FBR.
RCCI leadership appreciated the FTO’s role in resolving traders’ issues, calling for fair procedures and recognition of businessmen as partners in tax collection.

ISLAMABAD: The Federal Board of Revenue (FBR) will begin imposing penalties on companies that have failed to integrate their systems for issuing electronic sales tax invoices.
Sources reported that the penalty process will start in January 2025, as the integration deadlines for all categories have now expired.
Under SRO 1852(I)/2025, the FBR had extended the registration deadline for public companies and importers to October 15, 2025. Other registered taxpayers, excluding those classified by turnover, had to register by December 10, 2025, while non-corporate taxpayers, including individuals, had a deadline of October 10, 2025.
The SRO requires all registered persons to complete system integration and testing with the FBR’s computerized platform—via a licensed integrator or PRAL—and start issuing electronic invoices by the specified deadlines.
Key deadlines included:
Public companies: testing by October 25, 2025, invoices from November 1, 2025.
Companies with turnover over Rs 1 billion: registration by October 15, testing by October 25, invoicing from November 1.
Importers: same deadlines as above.
Companies with turnover under Rs 100 million: registration by November 15, testing by November 25, invoicing from December 1.
Other registered persons: registration by December 10, testing by December 25, invoicing from December 31.
