🇵🇰 Pakistan Announces Fixed Tax Scheme for Small Traders & Retailers

The Government of Pakistan has announced a new Fixed Tax Scheme for small retailers ahead of the Federal Budget 2026-27.

📌 WHAT HAS BEEN OFFICIALLY ANNOUNCED?

Minister of State for Finance Bilal Azhar Kayani has confirmed that retail shops with annual turnover of up to Rs. 200 million (20 crore) will be brought under a simplified tax regime with a 1% tax rate. The measure is part of the government's efforts to expand the tax base and document the retail sector.

✔ 1% tax on turnover up to Rs. 200 million
✔ Minimum annual tax payment of Rs. 25,000
✔ Limited audit exposure unless major discrepancies are found
✔ FBR-issued QR Code Certificate for registered traders
✔ Simplified registration and filing procedures

⚠ IMPORTANT NOTE

The complete legal framework has not yet been released. Final rules, eligibility criteria, registration requirements, exemptions, and enforcement mechanisms are expected to be announced in the Federal Budget 2026-27 and subsequent Finance Bill.
