SONA 2026: Mga panukalang tax reform para sa mga manggagawa at maliliit na negosyo
Sa kanyang ikalimang State of the Nation Address (SONA), nanawagan si Pangulong Ferdinand R. Marcos Jr. sa Kongreso na ipasa ang ilang panukalang tax reform na layuning magbigay ng ginhawa sa mga manggagawa at suportahan ang maliliit na negosyo.
Mahalagang tandaan: Ang mga ito ay panukala pa lamang at hindi pa batas.
1. Mas malawak na income tax exemption
Iminungkahi ang pagpapalawak ng income tax exemption para sa mga empleyadong kumikita ng hanggang β±350,000 kada taon. Layunin din nitong mabawasan ang income tax ng iba pang mga manggagawa upang mas malaki ang kanilang maiuwing kita.
2. Pag-aalis ng MCIT para sa maliliit na negosyo
Iminungkahi rin ang pagtanggal ng Minimum Corporate Income Tax (MCIT) para sa mga kwalipikadong MSMEs. Kung maaprubahan, maaari nitong mabawasan ang tax burden ng maliliit na negosyo at magbigay ng mas maraming pondo para sa kanilang paglago.
3. Panukalang Tax Amnesty
Kasama rin sa mga panukala ang tax amnesty para sa hindi nabayarang:
Income Tax
Estate Tax
Donor's Tax
Value-Added Tax (VAT)
Sakop din nito ang pagpapatawad sa kaukulang penalties upang mabigyan ng pagkakataon ang mga kwalipikadong taxpayer na maisaayos ang kanilang tax obligations.
Ano ang ibig sabihin nito?
Sa ngayon, wala pang pagbabago sa umiiral na tax laws at BIR regulations. Kailangan munang maaprubahan ng Kongreso ang mga panukalang ito bago sila maging ganap na batas.
Patuloy na sundin ang kasalukuyang tax requirements at deadlines habang hinihintay ang opisyal na aksyon ng Kongreso.

π’ Good News! Mas Nilinaw na ng BIR ang Tax Abatement Program
Good news! π
Naglabas ang BIR ng Revenue Memorandum Circular (RMC) No. 84-2026 para magbigay ng mas malinaw na guidelines tungkol sa One-Time Abatement of Taxes and/or Penalties para sa qualified Micro Taxpayers.
Sinagot dito ng BIR ang mga madalas itanong tungkol sa:
βοΈ Who qualifies for the program
βοΈ Documentary requirements
βοΈ Application and filing procedures
βοΈ Payment of the one-time abatement fee
βοΈ Tax liabilities and penalties covered
βοΈ Application deadlines and other important guidelines
Kasama rin dito ang mga sample scenarios para mas madaling malaman kung qualified ka sa program.
Mahahalagang Paalala:
π Pwede mong i-check kung classified ka bilang Micro Taxpayer through BIR ORUS o sa iyong Revenue District Office (RDO).
π Ang covered lang ng program ay ang mga qualified cases na existing as of December 31, 2025, at pasok sa requirements ng RR No. 4-2026.
π Nilinaw rin ng BIR kung paano hahawakan ang pending applications, open case penalties, partial payments, multiple taxable years, at iba pang special cases.
Kung sa tingin mo ay qualified ka sa One-Time Tax Abatement Program, magandang i-review ang guidelines para malaman ang tamang gagawin.

The Department of Trade and Industry (DTI) is seeking an additional β±5 billion to expand loan programs for micro, small, and medium enterprises (MSMEs) and young entrepreneurs in 2027.
π What does this mean for you?
If the proposed budget is approved, more Filipino entrepreneurs may have access to affordable financing to start, grow, or strengthen their businesses.
One of the key programs is the Youth Enterprise Fund, which offers:

The program is open to aspiring entrepreneurs aged 18 to 30, with applications expected to open July 27 through the SB Corp. mobile application.
In addition to the Youth Enterprise Fund, SB Corp. also offers financing programs for MSMEs, exporters, OFWs, women entrepreneurs, and businesses transitioning to electric transport.
