Following the approval of the Anti-Terrorism Act of 2020 at the committee level, the president certified the bill as urgent in a letter yesterday to the speaker of the house.
Under this bill, suspected terrorists can be detained by warrantless arrest for prolonged days. Any person who shall threaten to commit any act of terrorism, propose, or incite others to commit terrorism shall suffer a penalty of 12 years in prison. It also exempts law enforcement agents from punishment if a person is unduly arrested.
This bill, however, can be used to stifle speech and to go after critics and opposition leaders of the government. The provisions in the bill would allow the arrest and detention of anyone who expresses their dissent towards the government. Moreover, given the government previously red tagged a number of people and organizations on what is called “Oust Duterte Matrix”, with this bill it is more likely for the number of red tagged individuals to escalate.
The UP 49ers condemns this attack on our basic rights and freedoms and demand for the government to place their priority on combating the COVID-19 crisis.

Earlier this morning, a mass protest against the Anti-Terrorism Bill in UP Cebu was dispersed, leading to the arrest of 7 students. The police, fully armed in trucks and riot gear, arrested these students for allegedly violating quarantine guidelines, despite failing to name the specific violation.
All UP campuses are protected by the UP-DND Accord of 1989, which prohibits entry of all military and police without authorization of the UP administration. If this simple agreement cannot be followed by our own policemen, how do we expect the Anti-Terrorism Bill to be enacted lawfully without harming activists?
Even before its official passing, this bill is already inciting violence against activists for speaking dissent to the government. We can no longer trust this government to protect our basic right to demand proper action from the government.
