PNP-SOSIA, CSG TAKES ACTION ON THE SHOOTING INCIDENT AT A CAR DEALERSHIP IN QUEZON CITY

The Philippine National Police – Supervisory Office for Security and Investigation Agencies (PNP-SOSIA) is taking decisive action following a shooting incident on December 24, 2025 inside the Mitsubishi Car Dealership, Commonwealth Avenue, Brgy. North Fairview, Quezon City, which resulted in the death of two (2) private security personnel.

Initial investigations conducted by QCPD revealed that the suspect, identified as Charren Caboverde, approached a sales staff and made alarming statements before proceeding to the service lounge area where two of his fellow security guards were resting. The suspect then shot both victims before fleeing. A subsequent police operation led to his immediate arrest.

Upon verification by PNP-SOSIA, the suspect has no record of a License to Exercise Security Profession (LESP). The validation also confirmed that one victim possessed a valid LESP, while the other had an expired LESP at the time of the incident. Further verification shows that the deploying agency, Oxygen 8 Forces Security Agency, Inc., holds a valid License to Operate (LTO).

PNP-SOSIA has directed the Regional Civil Security Unit – NCR to initiate a parallel motu proprio administrative investigation to determine the liabilities of both the involved private security personnel and the security provider under RA 11917 (The Private Security Services Industry Act) and its IRR. SOSIA is also reviewing the applicability of Section 350(6) of the IRR, which may warrant suspension or revocation of the agency’s LTO if gross negligence is established.

To prevent recurrence of similar incidents, SOSIA has issued the following Memorandum Advisories to all Private Security Service Providers nationwide:

1. Memorandum Advisory No. 064-2025 – Reinforcing the Security Professional’s Creed, Ethical Standards, and Code of Conduct to deter workplace bullying; and

2. Memorandum Advisory No. 065-2025 – Reiterating the strict prohibition against deployment of unlicensed private security personnel, with warning of penalties under RA 11917.

PBGEN JEFFREY Z DECENA, Acting Chief of PNP-SOSIA, CSG, assures the public of the PNP's continuing efforts to enforce accountability and improve private security industry regulatory compliance nationwide. Private Security Personnel who commit grave offenses shall be subject to suspension or revocation of their licenses, following due process and upon finding of sufficient evidence.

SOSIA continues to coordinate with concerned offices for administrative case development and will provide further updates.
