House Bill No. 6615, the New Philippine Building Act, which is authored by Cong Rufus Rodriguez, was approved on 2nd Reading by the House of Representatives.

This bill updates the decades-old building framework to prioritize public safety, disaster resilience, and accountability. It introduces a clear building classification system that streamlines permits for simple structures, while requiring stricter review for large and high-risk buildings.

The bill strengthens design standards against earthquakes, floods, strong winds, and other hazards, mandates accessibility for persons with disabilities, and promotes energy and water efficiency to address climate change.

The measure also requires the assessment of buildings over 15 years old, prioritizing schools, hospitals, and government facilities, and encourages retrofitting when needed. It institutionalizes evacuation buildings nationwide to reduce disruption of classes during disasters, recognizes the technical authority of building officials, and establishes key institutions to ensure uniform, transparent, and effective enforcement of building regulations.
