ថ្ងៃនេះមានការរំលោភលើបទឈប់បាញ់ដោយប្រើកាំភ្លើងត្បាល់ និងកាំភ្លើងយន្ត។ នាយករដ្ឋមន្ត្រី ហ៊ុន ម៉ាណែត និងខ្ញុំបានកោះប្រជុំបន្ទាន់ តាមអនឡាញណែនាំឱ្យកងទ័ពអត់ធ្មត់មិនតបត។

ក្រោយស្ងាត់កាំភ្លើងភាគីទាំងសងខាងចោទគ្នាទៅវិញទៅមកថា បានរំលោភលើបទឈប់បាញ់។ ភាគីទាំងសងខាងសុទ្ធតែបានប្តឹងទៅក្រុមអ្នកសង្កេតការណ៍ (IOT) ជាពិសេសកម្ពុជាបានសុំយ៉ាងទទូចដើម្បីឱ្យក្រុម IOT ចុះទៅពិនិត្យផ្ទាល់។

ដើម្បីធានាសុចរិតភាព តម្លាភាព អព្យាក្រឹតភាព និងភាពជឿទុកចិត្តបាន ខ្ញុំសូមជូនយោបល់ទៅថ្នាក់ដឹកនាំកងទ័ពម៉ាឡេស៊ី​ ដែលជាប្រធាន និងសមាជិក មកពីបណ្តាប្រទេសអាស៊ាននៃក្រុម IOT ធ្វើនូវកិច្ចការពីរ៖

១. ធ្វើកោសល្យវិច័យគ្រាប់ ព្រោះប្រទេសទាំងពីរមានប្រើគ្រាប់ខុសគ្នា។
២. ជាចំណុចសំខាន់គឺចុះពិនិត្យដល់ទីតាំងគ្រាប់ធ្លាក់ គេនឹងអាចដឹងបានថាគ្រាប់ចេញពីទិសដៅណា? បាញ់ពីកម្ពុជាទៅថៃ ឬបាញ់ពីថៃមកកម្ពុជា? គេមិនអាចទៅបង្វិលរណ្តៅគ្រាប់បានទេ។

សូមកងទ័ពកម្ពុជារក្សាទុករណ្តៅគ្រាប់ឱ្យបានល្អ និងជួយបង្កលក្ខណៈឱ្យអ្នកសង្កេតការ IOT បានធ្វើកោសល្យវិច័យគ្រាប់ និងពិនិត្យរណ្តៅគ្រាប់ឱ្យបានត្រឹមត្រូវ និងច្បាស់លាស់។ ខ្ញុំសង្ឃឹមថា ភាគីថៃនឹងបង្ហាញនូវកាយវិការដូចគ្នា។ មាសសុទ្ធមិនខ្លាចភ្លើង ការបដិសេធណាមួយចំពោះការត្រួតពិនិត្យដោយអ្នកសង្កេតការណ៍ IOT មានន័យថា ខ្លួនជាអ្នកបាញ់រាប់ទាំងកម្ពុជា និងថៃ៕

Today, a ceasefire violation occurred involving the use of mortars and machine guns. Prime Minister Hun Manet and I convened an emergency online meeting, instructing our armed forces to exercise restraint and refrain from retaliation.

After the gunfire subsided, both sides accused each other of violating the ceasefire. Each party filed complaints to the Interim Observer Team (IOT), with Cambodia in particular making an urgent request for the IOT to conduct an on-site investigation.

To ensure integrity, transparency, neutrality, and credibility, I have submitted a proposal to the leadership of the Malaysian military, who currently chairs the ASEAN-member-led IOT team, to undertake two critical tasks:

1. Conduct ballistic forensics, as both countries use different types of ammunition.
2. Most importantly, inspect the sites where the shells landed to determine the origin and direction of fire whether it came from Cambodia towards Thailand or vice versa. Shell trajectories cannot be manipulated after impact.

Cambodian forces are properly preserving shell craters and creating favorable conditions for IOT observers to perform accurate forensic analysis and inspections. I hope the Thai side will demonstrate the same level of cooperation. Just as pure gold does not fear fire, any refusal to allow inspections by IOT observers would imply guilt on either side, Cambodia or Thailand.
