General information
OBJECTIVES
AK has the following objectives, inter-alia:-
(i) To improve the effectiveness of members and partners in the exercise of their oversight mandate;
(ii) To promote and maintain the highest standards, best practices and innovation in exercising oversight over management of public resources;
(iii) To concertedly promote good governance, accountability and transparency in the management of public finances and resources;
(iv) To promote cooperation and exchange of information and skills amongst the members in the pursuit of the network's objectives;
(v) To improve the individual and corporate capacities of members to enable the discharge of their oversight responsibilities to the highest standards.
(vi) Provide a platform for joint oversight and accountability initiatives by members, including periodical reports, capacity building and collaborative interventions.
LEADERSHIP
AK is independent of its affiliate members, and is led by a 8-member Executive Committee elected by the AGM for a renewable term of three years. The current ExCom is composed of Chairman: Hon. Ababu Namwamba, EGH, MP; Vice-Chair: Hon. Omar Ahmed; Secretary General: Hon. Kipyego Kitur, MCA; Treasurer: Mr. Fred Riaga, CPA (ICPAK); and four members: Hon. Alice Chae, MP, Hon. Rose Nyamunga, MP; Hon. Rose Maitai, MCA and Mr. Francis Kiguongo (KENAO).
MEMBERSHIP
Membership in Accountability Kenya is open to the following:
1. Key state agencies with accountability mandate, including the Auditor-General, the Controller of Budget, Ethics and Anti-Corruption Commission (EACC), the Director of Public Prosecutions (DPP), the Public Procurement Oversight Authority (PPOA), and Judiciary.
2. Champions of oversight and accountability in the National Parliament, including individuals and committees in both Houses.
3. Public Investments and Accounts Committees of all 47 County Assemblies.
4. The Institute of Certified Public Accountants (ICPAK)
5. Representatives of media and Civil Society
The first of its kind anywhere in the world, AK is a unique platform for locking all the links in the accountability chain: The national and county legislatures now have a channel to convey their recommendations to specific actors: to the EACC for further investigation; to the DPP for prosecution; and to the Controller of Budget to reign in accounting officers and governors that go rogue. Indeed AK is a basis for Parliament to work with County Assemblies to improve oversight and accountability in County Governments.
HISTORY
On 15th and 16th November, 2013, after months of discussions and planning, then PAC chairman Hon. Ababu Namwamba convened Kenya’s first ever “National Accountability Networking Conference” at Enashipai Resort and Spa in Naivasha.
The conference was graced by an impressive constellation of a wide cross-secton of both Kenyan and foreign dignitaries, including the Speaker of the Kenya National Assembly, Hon. Justine Muturi, Treasury Cabinet Secretary, Mr. Henry Rotich, Slovakia Ambasador to Kenya, H.E. Mikal Mlynar and a delegation from South Africa’s Association of Public Accounts Committees (APA).
At the end of the conference, the participants signed a declaration to form Accountability Kenya. After Naivasha, a Steering Committee workshop was conveyed to develop a constitution and strategic plan on 9th and 10th December, 2013 in Eldoret. This was followed by another workshop on 16th January, 2014 in Nairobi to validate the constitution and strategic plan.
AK was officially unveiled on Thursday 28th March, 2014 at Nairobi’s Safari Park Hotel, in a mega ceremony graced by 350 delegates from across Kenya’s 47 counties, joined by a large number invited international guests and parties.
The ceremony was presisded over by H.E. William Samoei Ruto, Deputy President of the Republic of Kenya, and was also addressed by representatives of the official opposition, the Coalition for Reforms and Democracy (CORD)
AK held its first Annual General Meeting (AGM) in August, 2014 in Kisumu, where the Constitution was adopted and the current Executive Committee (ExCom) was elected for a renewable term of three years.
Ak Secretariat - accountability CENTRE
On Tuesday 26th March, 2014, the Kenya National Assembly Speaker presided over a ceremony to officially commission and hand over the “Accountability Centre” - the unique secretariat housing AK.
This Secretariat is located on the 10th Floor of Harambee Co-operative Plaza within the Parliament Square.
