We need to educate our taxpayers that Cyber Cafe is not a revenue authoriry office.

PROPOSED FINANCE BILL 2024: MOTOR VEHICLE TAX
a) Motor vehicle tax shall be payable based on the value of the motor vehicle, at the rate specified in the Third Schedule. Provided that the amount of tax payable:
• shall not be less than five thousand shillings; and
• shall not be more than one hundred thousand shillings.
b) The value of a motor vehicle shall be determined on the basis of the make, model, engine capacity in cubic centimeters and year of manufacture of the motor vehicle.
c) An insurer of a motor vehicles shall collect and remit motor vehicle tax within five working days after issuing a motor vehicle Insurance cover.
d) An Insurer who fails to collect and remit motor vehicle tax shall be liable to pay:
• Penalty equivalent to fifty per cent of the uncollected tax; and
• The actual amount of the uncollected tax.
e) Notwithstanding the provisions of this section, motor vehicle tax shall not be payable in respect of an ambulance, or a motor vehicle owned by the national government, county government, Kenya Defense Forces, National Police Service, National Intelligence Service or a person exempt from tax under the Privileges and Immunities Act.
f) The Commissioner may prescribe such guidelines as may be appropriate for the purposes of determining the valuation of a motor vehicle.
