Bangladesh Bank has issued FEPD-1 Circular No. 30 (13 Aug 2026), consolidating foreign exchange regulations for import transactions.

𝐊𝐞𝐲 𝐓𝐚𝐤𝐞𝐚𝐰𝐚𝐲𝐬:
- OIMS Reporting: Mandatory reporting 24h before opening LCs over USD 3M (non-gov).
- IMP & Bill of Entry: Authenticated Bill of Entry required within 4 months from remittance.
-Usance Tenors: Raw materials up to 270 days; capital machinery up to 3 years. Usance interest capped at benchmark + 3.00% p.a.
-Advance Payments: Allowed up to USD 20k without guarantee (up to USD 50k via ERQ).
- Intercompany Imports: Requires arm’s-length pricing and full AML/CFT compliance declarations.
- Digital Trade: Expanded scope for open account contracts, supply chain financing, and e-documents.
Valid for 1 year from issuance.

This circular is effective immediately and shall remain valid for one year from 13 August 2026

Bangladesh Bank has issued PSD-2 Circular Letter No. 06 dated 10 August 2026 regarding the determination of fees/charges for Bangla QR-based transactions. The circular provides that no Interchange Reimbursement Fee (IRF) shall be applicable to Bangla QR-based transactions, thereby reducing transaction costs for the concerned participants.

Key instructions are,

1. Interchange Reimbursement Fee (IRF) for Bangla QR-based transactions shall be zero, meaning no IRF shall be charged between the participating institutions for such transactions.

2. The revised arrangement shall be effective from 01 October 2026.

3. The other instructions contained in PSD Circular No. 02/2025 dated 06 February 2025 and PSD-2 Master Circular Letter No. 08 dated 01 July 2026 regarding Bangla QR-based transactions shall remain unchanged.

This circular will be effective from 01 October 2026. Please find the attached directive for your reference.

Bangladesh Bank has issued PSD-2 Circular No. 03 dated 10 August 2026, introducing an incentive framework to promote the expansion of Bangla QR-based transactions and encourage digital payments among small and medium-sized product and service providers.

Key instructions are,
1. Participating acquiring institutions shall provide a monthly incentive on Bangla QR-based NPSB transactions up to BDT 2,000 per transaction made by eligible small and medium product sellers and service providers through merchant payment facilities.

2. The incentive shall be provided at 0.10% of the transaction value to the acquiring institution and 0.20% to the issuing institution, subject to the prescribed conditions.

3. Incentive shall not be available for transactions involving transaction structuring, splitting of a single transaction into multiple smaller transactions, or failed, reversed, refunded, chargeback, disputed, or subsequently cancelled transactions.

4. Participating institutions must maintain proper transaction records and allow Bangladesh Bank to conduct necessary inspections and audits. Abnormal transaction patterns must be monitored and appropriate measures taken to prevent fraudulent or improper transactions.

5. The above instructions shall be effective from 01 October 2026.

This circular will be effective from 01 October 2026. Please find the attached directive for your reference.
